All non-administrative labor is hired through the local union dispatch.  Vessel / freight labor is hired through the AILU (Anchorage Independent Longshore Union) in Anchorage, ILWU in Seward, Homer, Valdez, and Dutch Harbor.  Heavy equipment operators and mechanics are hired through the Operating Engineers, local 302.
